Mr Tice, the Reform leader, said his party would aim to deliver zero waiting lists across the health service in two years.

He told a press conference in Westminster: "Yes, it is going to take a bit of extra money but we are not going to give it to bungling NHS bureaucrats."

He said Reform's NHS plans would require an additional £17 billion in funding annually and his party had estimated that the cost of net zero would be about £30 billion a year.

Mr Tice said: "We have a choice in this country, it seems to me. A pretty clear choice. Do we want zero waiting lists in two years and to keep them there, that is the Reform choice. Or do we want net zero CO2 emissions in 25 years? That is the Labour choice."

Senior U.S. officials are set to meet virtually Monday with their Israeli counterparts for discussion of U.S. concerns about Israel's plan for a military operation in Rafah, the city in southern Gaza where displaced Palestinians are concentrated.

The virtual session follows last week's Israeli cancellation of a face-to-face meeting President Biden had requested between his top aides and those of Israeli Prime Minister Benjamin Netanyahu. Netanyahu backed out of the meeting after the United States abstained from a United Nations resolution calling for an immediate cease-fire in Gaza.

Asked last week whether a virtual meeting would suffice, U.S. National Security Council spokesman John Kirby said the "original plan" was for an in-person meeting in Washington, and "that's the plan that we're still working on now."

The Biden administration has raised concerns about potential civilian casualties and the lack of a humanitarian alternative for an estimated 1.4 million people sheltering in the southern Gaza city of Rafah after fleeing from Israeli attacks in northern Gaza. The U.S. administration has said that it will "not support" a major military offensive in the area without a viable humanitarian plan.

A U.S. official, confirming the virtual session Monday, said that "we anticipate follow-up meetings in person following additional work by expert teams."
